General Martin Dempsey: Assessing Risk of ‘Black Swan’ Threats

The thought of September 11 brings about the indelible images of the terrorist attacks that hit the United States over a decade ago. Though the United States has visibly bolstered security through counterattacks on Al Qaeda and other terrorist networks around the world as well as increased security in airports, office buildings, and other soft targets, there are other threats that could pose serious problems for Americans at home and abroad– namely, in the realm of cyberattacks.

In July, President Obama contributed to the Wall Street Journal with piece that detailed why America must take cyberattacks seriously, considering such a coordinated attack by hackers could seriously cripple critical systems within the country’s infrastructure.

General Martin Dempsey, current Chairman of the Joint Chief of Staff, joined the Commonwealth Club recently to discuss cyberattacks as a “black swan” threat against the United States, and offered insight on how the Department of Defense was preparing to counter such threats through risk assessment.
