Pros and Cons of California’s Marine Life Protection Act

California’s ability to set the national (and even international agenda) was illustrated again this week when the final phase of the state’s Marine Life Protection Act went into effect. Signed in 1999, the act mandated an extensive system of marine reserves along the California coast that are off limits to fishing. This last phase, the most controversial, established 50 reserves along the states’s most used and densely populated area, from Santa Barbara to San Diego.

Not surprising environmentalists are happy, fishermen are not.
